Closing the Gap Between Western EPC Specifications and Chinese Yards
April 29, 2026 · 4 min read
A Chinese yard quotes your valve skid package 30 percent below the European alternatives. You award the scope. Six months later the mill test certificates are missing heat numbers, the NDT reports reference a non-conforming procedure, and the client's third-party inspector is holding the shipment. The saving is gone, the schedule is gone, and someone has to explain why nobody caught it before it left the yard.
This pattern repeats across oil and gas, mining and LNG projects. The China price advantage is real. So is the documentation gap. Meritus Technology exists to close it.
Why companies still struggle with China sourcing
China's industrial base has matured. Manufacturers holding ASME U stamps, API Q1, ISO 9001:2015 and DNV approvals are not rare, and shops that can build pressure vessels to EN 13445 and PED, piping spools to ASME B31.3 and structural steel to EN 1090 are competitive. Manufacturing capability is not the problem.
The problem is the interface between a Western project specification and a Chinese production floor. Most vendors communicate through a commercial sales layer that is not equipped to interpret a 200-page inspection and test plan, a hold-and-witness matrix or an API 598 valve test report format. Dimensional verification, weld map control and certificate traceability get lost in translation, sometimes literally, and sometimes because no qualified person on the ground was responsible for them.
Tier-one EPCs with their own China procurement offices understand this. Many others rely on a local agent with unclear loyalties or on fly-in visits that find problems too late to fix without cost.
What a procurement desk in China does
Meritus is an independent, client-side procurement and quality desk in Shanghai, with two decades of team experience in China across projects, sourcing and quality, working as quality professionals rather than traders. Our delivery model has six stages:
- RFQ intake. You share a specification, drawing package or bill of materials, and receive budget pricing from a shortlisted set of vendors within 48 hours.
- Vendor shortlist. Built against your approved vendor list criteria or from our own supplier database, reviewing certifications, scope capability and performance on comparable work.
- Factory audits where required. Gap assessments against the relevant standard, such as API Q1, ISO 9001:2015 or ASME quality system requirements, with a structured report you can file with your client.
- Inspection and test plan. Hold points, witness points and documentation requirements aligned to your project specification before production starts. This is where most China sourcing problems are prevented.
- Expediting. Progress tracked against the agreed schedule, with recovery options identified before a slip becomes a headline.
- Final inspection and logistics. Dimensional checks, functional testing and document package review before release, then export documentation, freight alignment and port handling.
Independence is the point
A vendor-nominated inspector has different incentives from a client-side one. Meritus is retained by the buyer and reports to the buyer. When pre-shipment inspection finds flange face dimensions out of tolerance on a spool, the client hears immediately, with photographs and a corrective action request, before the piece is in a container.
Language matters for the same reason. When a Chinese quality manager answers a non-conformance in Mandarin and the project engineer abroad cannot read it, someone qualified in both the language and the technical content has to be in the chain.
Where this applies
We work with oil and gas EPCs, mining companies, LNG operators, marine and shipping operators, utilities and petrochemical contractors, on categories including rotating equipment, valves, pressure vessels, piping spools and fabricated modules, conveyor belts and bulk handling equipment, marine spares and deck equipment, and water treatment consumables. Recent scopes include a complete valve and actuator package for a phosphate plant, and parallel sourcing across eight product categories for a cryogenic plant bill of materials.
Three low-friction ways to start
- Share one specification and receive budget pricing within 48 hours, with a shortlisted vendor set and a first view of any gaps between your specification and typical Chinese market capability.
- Request an approved vendor list qualification pack for a product category: certifications, scope, capacity and audit status for vendors in our network.
- Ask for a supplier overlap map for a bill of materials, showing where consolidation is possible and where the market is thin.
