ASME Section VIII U-stamp vs PED 2014/68/EU CE: the decision logic before you issue a Chinese fabricator enquiry

ASME Section VIII U-stamp and PED 2014/68/EU CE marking are both legitimate pressure equipment certifications. They are not interchangeable. Choosing the wrong one for your project creates problems that surface during commissioning, insurance underwriting, or regulatory inspection — never earlier.

When ASME U-stamp is required

The vessel is destined for a facility operating under US regulatory jurisdiction; or the end client's insurance underwriter or EPC specification mandates it; or the project is in a country that has adopted ASME standards by reference (common in the Middle East, parts of SE Asia, and Latin America).

When PED CE marking is required

The vessel is installed within the European Economic Area. CE marking under PED is a legal requirement for pressure equipment above certain pressure-volume thresholds. U-stamp alone does not satisfy the EEA regulatory requirement.

The situation that causes the most delays

A Chinese fabrication shop holds a U-stamp Authorized Inspection Agreement (AIA) with an NBIC-accredited AI but is not a Notified Body-approved manufacturer for PED Module G or D. A vessel built under those conditions cannot be CE marked after the fact. The shop's marketing materials may list both "ASME" and "PED" as capabilities. The scope on the actual certificates tells a different story.

What to confirm before enquiry

Two things, in writing, with current certificate evidence:

  • Which jurisdiction governs the certification requirement for the vessel's end destination
  • Whether the fabricator holds active, in-scope authorisation for the specific module required (U-stamp scope, PED Module G or D scope, both, or neither)
