CE-Marked PPE From China: How to Verify Real Compliance

December 5, 2025 · 2 min read

Safety managers usually think in PPE categories: shoes, gloves, eye protection, helmets and hearing protection. The real risk is not only what you buy. It is how and where it is made.

From outside China, many buyers choose PPE factories on photographs (sometimes of another factory), "CE-looking" PDFs of unclear origin, and contracts they hope will protect them later. Suppliers know enforcement is difficult, and buyers who are unsure a new supplier will be better stay with "good enough".

How to validate real CE compliance in China

  • Factory visits across PPE categories: safety shoes, cut-resistant gloves, eye and face protection, helmets and hearing protection.
  • Walk the line and talk to the operators about how quality checks are actually done.
  • Brand and product traceability: check which export brands are physically in the warehouse, not just in a brochure.
  • Test equipment and calibration: review calibration certificates for abrasion, cut and impact testers and confirm they match the notified body's scope.
  • Technical file review under Regulation (EU) 2016/425: risk assessment against EN ISO 21420:2020, type testing to EN 388:2016+A1:2018, chemical tests where needed (pH, azo dyes, PAHs, DMFa), and internal production control and traceability.

Case: moving a cut-resistant glove to Chinese production

A client buying a branded cut-resistant glove from a UK supplier wanted to move production to China without losing performance. Meritus sourced a Chinese factory producing a glove certified to EN ISO 21420:2020 and EN 388:2016+A1:2018 at performance level 4X42EP: abrasion 4, tear 4, puncture 2, ISO 13997 cut level E, and impact protection P.

The glove combines a palm liner of HPPE, glass fibre and steel wire with a sandy nitrile coating for grip and abrasion, a back of HPPE with TPR pads for impact protection, and an HPPE, glass fibre and steel wire cuff.

Compared with the earlier 4X43CP model, the client gained a higher ISO 13997 cut level (E instead of C) and certified impact protection, for one level less on puncture (2 instead of 3), at a better landed cost and with a fully traceable CE technical file.

Ongoing control

Factory selection, audits and CE verification, then inline and pre-shipment quality checks, across multiple PPE categories from one source.
